Download an exact served Award artifact

PDF and DOCX retain their frozen source bytes and JSON is a separately persisted canonical award-decision-v2 exact-money derivative. The public v2 response omits the internal-identity-bearing recipe-v3 envelope. Verify every download through the signed companion attestation, which binds public case IDs, derivative artifact identity and bytes, source Award hash/disposition/revision, and all three source descriptors.
